Jen Heemann is an expert in local action for energy and climate at the Institute for European Energy and Climate Policy (IEECP). She is the project coordinator of the EU-funded project REGILIENCE (Resilience Strategies for Regions), in which she oversees the development and implementation of the project’s stakeholder engagement and capacity-building activities. Jen is deeply involved in designing and implementing processes and structures that promote cooperation and collaboration, supporting multi-level governance, peer learning, and knowledge exchange on climate-related matters. Examples of her work include the development of a city-to-city learning programme on energy transition for PROSPECT+ (Capacity building for cities and regions – from learning to action!), and establishing collaboration and knowledge exchange processes for IN-Plan (Integrated Energy, Climate and Spatial planning) and NECPlatform (Strengthening multilevel governance in national energy and climate policies).
Before joining IEECP, Jen was an assistant researcher at Erasmus University Rotterdam, where she conducted research and taught master’s students about climate action planning in European cities. Additionally, she has experience working in Brazil, where she initiated placemaking processes for the collaborative transformation of public spaces.
Jen holds an MSc in Urban Management and Development from Erasmus University Rotterdam, with a thesis focused on the critical factors influencing the implementation of Sustainable Energy and Climate Action Plans (SECAPs).
