Matching existing tools for Monitoring, Reporting and Verification (MRV) and policy implementation with needs & gaps

This report developed by the Horizon 2020-funded project ENSMOV follows an extensive mapping and matchmaking exercise that identified various tools and resources at the international, European and national levels relevant to the MRV and implementation of Article 7 of the Energy Efficiency Directive (EED).

Drawing on previous needs’ assessment and gap analysis outputs, ENSMOV matches these tools with a key set of 7 gaps:

  • Public awareness and engagement with the energy efficiency opportunity
  • Stakeholder engagement in policy design of EEOs
  • Policy design for Alternative Measures
  • Policy design for EEOs
  • MRV programme design & implementation
  • Tackling energy poverty: suggested tools and resources
  • Measuring energy savings from transport: suggested tools and resources

ENSMOV lists 86 additional tools (national, international and EU tools) to support Member States in meeting the new targets of the 2021 – 2030 implementation phase of Article 7 of the EED and addressing the gaps. The list was developed and refined through discussions with ENSMOV stakeholders during the first stages of the project.

The report also includes a selected set of relevant ‘Academic Outputs’ that stakeholders will find useful for independent and critical insight into policy measures for Article 7.

In the future, ENSMOV will develop and enrich the list to inform energy efficiency policymakers and stakeholders of the types of tools and resources that may be required to support Member State progress towards meeting the new 2030 target, alongside new policy challenges arising from innovations in EEOs design, MRV implementation, low-carbon transport integration and energy poverty concerns. The results of this mapping and matching exercise of existing tools against the findings of the survey and the gap analysis will inform the design of the interventions undertaken over the three phases of the ENSMOV project.
