The recast of the Energy Efficiency Directive, through its new Article 3, has strengthened the legal basis for the Energy Efficiency First Principle (EE1st) to support its application. The Governance Regulation of the Energy Union and Climate Action (Regulation (EU)2018/1999), in its Article 3(3), requires Member States to take into account EE1st in their National Energy and Climate Plans (NECPs). The first NECPs were due in 2019. Their draft update was due by 30 June 2023, with a final update of the NECPs due by 30 June 2024.
On 29th February 2024, the ENEFIRST Plus webinar provided discussions on whether or not the integration of EE1st in NECPs had improved in the draft NECP updates compared to the first NECPs, and how this could be further enhanced.
