This document is the final report for the project “Support to the Preparation of Social Climate Plans”, which provided technical support to nine EU Member States—Belgium, Croatia, Czechia, Denmark, Finland, Latvia, Lithuania, Romania, and Slovakia—to assist in the preparation of their Social Climate Plans (SCPs), as required under Regulation (EU) 2023/955 establishing the Social Climate Fund (SCF).


This technical support was funded by the European Union through the Technical Support Instrument (TSI) and managed by the European Commission’s Reform and Investment Task Force (SG REFORM). The project, which was implemented from June 2024 to July 2025, was carried out by a consortium led by Trinomics, in collaboration with Ecorys, E3-Modelling, IEECP, Oeko-Institut, Copenhagen Economics, Sweco Finland (previously Gaia), EpV, EGÚ Brno, ENBEE, ELLE, and several independent experts.


Throughout the assignment, the implementation team worked closely with the Contracting Authority (SG REFORM), together with DG CLIMA and DG EMPL, who provided strategic guidance and final approval of project deliverables, in line with contractual obligations. Regular updates were shared through inception and progress reports, bilateral meetings with Beneficiary Authorities, and coordination calls with the European Commission, including SG REFORM, DG CLIMA, DG EMPL, DG ENER, DG MOVE, DG REGIO, and the JRC. Two multi-country stakeholder events, and multiple Member State specific events were organised by the project team. The first event was held on 25 September 2024 to raise awareness among stakeholders about the project and to generate momentum for future engagement activities and events organised within the framework of this contract. The second event, held on 29 April 2025, outlined the project’s approach and presented the results of the analysis to stakeholders. The project team also presented the methodology and preliminary results at three meetings of the SCF formation of the Commission expert group on climate change policy (CCEG) organised by DG CLIMA, engaging EU Member States other than the nine beneficiary Member States of this TSI.


The analyses and recommendations of this project are intended to support national authorities in developing robust and effective SCPs. However, they do not constitute binding commitments for Member States, nor do they imply endorsement or pre-approval by the European Commission for future funding decisions. The content of this report reflects the views of the consortium alone and does not represent official positions or policy preferences of the European Commission.
