This report, output of the RENOVERTY project, details the replicability and application of the Composite Energy and Transport Poverty Indicator (CETPI) across seven European countries: Austria, Belgium, Finland, France, Germany, Slovakia, and Spain.

The CETPI represents an innovative methodological approach designed to inform the spatial analysis of energy poverty. It integrates traditional metrics from both energy and transport poverty studies, with a deliberate focus on understanding these dynamics within vulnerable rural contexts. The indicator is structured around four crucial components: Per Capita Expenditure (PCE), Accessibility Score (AS), Energy Consumption (EC), and a Vulnerability Index (VI).

The analysis within this report provides valuable insights into the distinct manifestations of energy and transport poverty across the investigated countries. For instance, in Slovakia, the CETPI clearly demonstrates a correlation between increased rurality and heightened vulnerability to both forms of poverty, particularly in regions more geographically isolated from the capital. In Belgium, the assessment identified rural southern Wallonia as particularly vulnerable, highlighting the CETPI’s utility in pinpointing areas that could benefit from targeted renovation initiatives and funding. Furthermore, the findings for Germany indicated a pronounced east-west divide, with eastern rural regions consistently showing greater susceptibility to energy and transport poverty.

This publication offers critical data and a robust methodology for policymakers and local actors engaged in developing effective renovation roadmaps aimed at alleviating energy poverty in rural European districts.
