NECPlatform policy brief: Enhancing multilevel governance in the Governance Regulation

NECPlatform has released its 4th policy brief, focusing on enhancing multilevel governance in the EU Governance Regulation, with a spotlight on Article 11. This key piece of legislation is meant to ensure ongoing, inclusive engagement between national governments, subnational authorities, civil society, and other stakeholders on energy and climate matters.

Why it matters:
As the EU prepares for a possible revision of the Regulation on the Governance of the Energy Union and Climate Action (2018/1999/EU), this policy brief delivers timely and actionable recommendations to empower Member States to better implement Article 11, moving from symbolic engagement to structured, transparent, and permanent multilevel dialogues.

Key recommendations include:

  • Establishing a Concerted Action Governance Regulation, modeled after successful platforms like CA EED and CA EPBD, to share best practices.
  • Amending reporting requirements in Implementing Regulation (EU) 2022/2299 to ensure more detailed, consistent, and transparent reporting on stakeholder engagement.
  • Developing clear EU Guidance on how to implement Article 11, including minimum standards, good practices, and ready-to-use templates.
  • Revising the text of Article 11 to reflect its permanent nature and clarify its scope beyond NECPs.
  • Incorporating stronger compliance checks on Article 11 in the upcoming assessments of NECP Reports.
  • Continuing to fund and support Member States, especially through third-party facilitation and instruments like the TSI.
