The paper was conceptualised as part of the JUSTEM project. As part of the research for the project, impact and indicator matrices were developed to assess the extent to which Territorial Just Transition Plans (TJTPs) address key impacts related to just transitions and how are these quantified.
The paper presents the key just transition impacts that were investigated quantitatively and qualitatively in six coal regions (Greece, Croatia, Bulgaria, Romania, Spain, Poland). The approach outlined in this paper can help to better define and assess the regional impacts of the transition to climate neutrality and support the development of policies that minimise negative impacts and thus enable a truly just transition.
