The IN-PLAN project’s final policy brief marks the culmination of three years spent implementing integrated energy, climate, and spatial planning across Europe. By embedding energy and mobility measures directly into legally binding spatial plans, the project provides local and regional authorities with a structured framework that ensures climate actions remain enforceable beyond the typical duration of a political mandate.

This approach successfully de-siloed municipal departments by creating a “common language” between urban planners and environmental experts. While larger cities often struggle with complex administrative sectorisation, smaller municipalities face significant technical and resource constraints, highlighting the need for support from intermediate entities like provinces or regional agencies. Real-world applications in pilot cities like Karlovac and Alba Iulia demonstrate that when planning cycles align with policy decisions, authorities can move from strategic ambition to legally mandated rules for renewable energy and climate resilience.

Ultimately, the “IN-PLAN Practice” proves that integrated planning is feasible when backed by strong political determination, institutionalized cross-departmental cooperation, and dedicated budget lines. As national coalitions in countries like Croatia and Sweden begin to scale these local successes into national legislation and support structures, the project leaves behind a repeatable methodology for achieving long-term climate neutrality.
