“Passport, please!” – Navigating EU renovation strategies to address energy poverty

This webinar focuses on how EU renovation planning tools—such as Building Renovation Passports (BRPs), Rural Energy Efficiency Roadmaps (REERs), and Neighbourhood Energy Sufficiency strategies—can support the implementation of the Energy Performance of Buildings Directive (EPBD). With special attention to rural and multi-family building contexts, it presents experiences from across Europe and promotes knowledge exchange on reducing energy poverty through strategic renovations. We will:

  • Share experiences and tools developed in Italy, Hungary, and across Central/Eastern Europe.
  • Examine how renovation passports and roadmaps are adapted for diverse household types.
  • Identify barriers and discuss enabling factors, including social outreach and local training.

Short description of each project’s contribution:

RENOVERTY: Empowering Energy Poor Households in Energy-Efficient Upgrades

The EC-funded LIFE Programme RENOVERTY aims to foster energy efficiency building upgrades in rural areas of Central Eastern, Southern Eastern, and Southern European countries, by setting the methodological and practical framework to develop Rural Energy Efficiency Roadmaps (REERs). This event gives the opportunity to present the first template of renovation roadmaps targeting households affected by energy poverty. 

CEESEN Bender: 

The main goal of CEESEN-BENDER is to empower and support vulnerable homeowners and renters living in Soviet-era multiapartment buildings in 5 CEE countries: Croatia, Slovenia, Estonia, Poland, and Romania. The project will help them through the renovation process by identifying the main obstacles and creating trustworthy support services that include homeowners, their associations, and building managers.

ComActivate: Enabling community action for energy sufficiency

ComActivate deepens the knowledge gained in this project and seeks further solutions to counteract energy poverty. In three pilot projects, new approaches such as the Individual Refurbishment Roadmaps (IRR) and Neighbourhood Energy Sufficiency Roadmaps (NESR) are being tested, further developed and adapted for the pilot districts.
