How are municipalities across Europe turning the requirements of Article 25 into effective local heating and cooling plans?
This workshop will explore how heating and cooling (H&C) planning is being implemented across Europe, with a focus on practical experiences under Article 25 of the EED recast. Bringing together experts from policy institutions, regional agencies, and local authorities, the session will present concrete examples from a range of national and climatic contexts.
Participants will gain a clearer understanding of the challenges municipalities face – particularly smaller local authorities – as well as the support mechanisms and practical tools available to help transform legal obligations into effective local action.
