Background and objectives
Identifying new or untapped energy savings potentials got the highest score from policymakers’ answers about needs related to policy design and implementation, in the ENSMOV Plus’ stakeholder survey done in 20231.
This workshop will provide practical examples of resources on energy savings potentials and how they inform policymaking, considering more specifically two contexts:
- Implementing the Energy Efficiency First principle (Article 3 of the Energy Efficiency Directive)
- Member States’ energy savings obligation (Article 8 of the Energy Efficiency Directive)

- Examples of studies on energy savings potentials in EU Member States, with a focus on France’ white certificates scheme – Solenne Toum (ATEE)
- Example of a specific action type: energy savings potential from early replacement of electric motors – Robin Barkhausen (Fraunhofer ISI and EU-MORE project)
