The Affordable Housing Plan (AHP) provides an important framework for tackling housing inequalities. Together with the Energy Performance of Buildings Directive (EPBD) and the EU Anti-Poverty Strategy, these strategies contribute to a comprehensive EU-level approach to addressing housing inequalities, as they share a focus on vulnerable households: the AHP focuses on protecting the most vulnerable; the EPBD promotes energy efficiency in buildings, which is closely linked to energy poverty; while the EU Anti-Poverty Strategy focuses on ensuring access to basic needs in the context of rising living costs, including tackling energy and transport poverty and improving access to affordable, sustainable and quality housing.
At the same time, housing remains primarily a national responsibility and is deeply embedded in each Member State’s economic, institutional and cultural context. Addressing housing inequalities requires therefore approaches that reflect national and local circumstances, priorities and specific needs, while also taking advantage of the opportunities created by EU-level frameworks.
This webinar will explore how housing policies can improve housing quality and affordability while protecting vulnerable households from rising costs and displacement, while also highlighting key findings of the HouseInc project to inform policy at the local, regional, national and EU level of governance seeking to mitigate housing inequalities.
