The building sector accounts for a significant portion of Europe’s energy consumption, with an estimated 75% of the EU’s building stock currently showing low energy performance. To accelerate the transition toward a low-carbon future, the LIFE HORIS project worked for 33 months to develop renovation platforms, including key aspects such as renovation packages, information about legal and financial aspects, and now, releasing a series of policy briefs built on the lessons learned and policy adaptation needs to make the renovation wave happen.
Drawing on real-case lessons from implementing digital One-Stop Shops (OSS) in Italy, Spain, and Portugal, these briefs outline strategic recommendations to bridge the gap between European climate ambitions and practical, citizen-led action.
Explore the five key focus areas available:
- Accelerating Energy-Efficient Renovation – Discover how One-Stop Shops can integrate critical policy tools—such as Energy Performance Certificates (EPCs), Building Renovation Passports (BRPs), and Minimum Energy Performance Standards (MEPS)—into clear, future-proof, step-by-step pathways for citizens.
- Empowering Consumers Through One-Stop-Shops – Addressing information asymmetry and building trust is paramount. This brief details how independent, unbiased public tools can overcome low energy literacy and empower homeowners to confidently invest in deep retrofits.
- Incentives and Support Schemes to Leverage Retrofitting – Subsidies must be predictable, streamlined, and accessible. Learn how OSS models act as a single source of truth to demystify complex funding eligibility and lift administrative burdens for vulnerable households.
- Scaling Digital One-Stop-Shops for Home Renovation – Scaling up requires combining user-centric, mobile-first digital solutions—like the HORIS Self-Scan assistant—with localized offline hubs to ensure no consumer is left behind by the digital divide.
- Strengthening Renovation Markets Through One-Stop-Shops – Workforce shortages and fragmented services remain major bottlenecks. This brief offers strategic pathways to bridge the skills gap, scale cross-sectoral training, and better match certified professionals with homeowner demand.
