Implementing the energy savings obligation set by the Energy Efficiency Directive: sharing experience to deliver!
The final report of ENSMOV Plus provides a single gateway to all the contents produced and the main lessons learnt from the project.
Previously Article 7 and now Article 8 of the EU Energy Efficiency Directive (EED, now Directive (EU)2023/1791) set an energy savings obligation on Member States for 10-year periods. Member States can achieve the required amount of cumulative energy savings by implementing an Energy Efficiency Obligation Scheme (EEOS) or other policy measures (called ‘Alternative measures’ in the context of the EED).
The new EED brought three main changes:

To overcome these new challenges, every country and stakeholder can learn from what has happened in other countries, provided that experience is analysed and discussed. This is what the ENSMOV Plus project (December 2022-November 2025) has done:
