• What is the role of Rete Irene?

Rete Irene is a network of Italian companies specializing in the energy requalification of existing buildings. Founded in 2013 by a group of visionary entrepreneurs with the goal of reducing energy consumption and improving living comfort, Rete Irene stands out for its integrated and innovative approach. Our mission has been to disseminate best practices for decarbonizing existing buildings, ensuring the best energy performance from renovated buildings and making families energy independent.
In the three-year period 2021-2023, Rete Irene carried out 200 energy requalification projects. Over 90% of the projects achieved the highest energy performance classes, for an average energy efficiency improvement of 69%. The average class leap obtained from interventions starting from class G is 5.09, while 53% of the operations resulted in the achievement of a band A class (between A1 and A4).

Before 2021 and after 2023, our business network was a leader in promoting energy and seismic retrofitting of buildings. Rete Irene has established significant collaborations with the scientific and institutional worlds, becoming the leading private player nationwide. Since 2016, it has organized an annual event to promote the culture of energy requalification of the building heritage. Rete Irene is always close to all stakeholders in the supply chain: professionals, industries, businesses, and citizens. We are committed to communicating the benefits that unite the environment, well-being, energy efficiency, and asset value, implementing initiatives that serve as a guide for the future. These activities have, from the outset, involved collaboration with leading consumer associations such as Altroconsumo and Legambiente.

• How did you come up the idea “10+2 false beliefs about the EPBD”?

At a meeting of the Rete Irene Scientific Technical Committee in December 2024, we asked ourselves how many professionals, administrators, and citizens had read and understood the text of the EPBD 4 Directive, in a media context that was heavily distorted in its narrative and had a reputation that was not very qualifying for operators in the Energy Requalification sector, after 3 years of Superbonus.

The basic idea behind the 110% incentive was certainly virtuous, however, the mechanism, especially in its early time, presented enormous flaws that opened the door to large-scale illicit and speculative behavior, casting a shadow over the entire sector that will require time and serious intervention to dispel. For this Irene has decided to provide accurate communication based on legislative documentation and scientific studies.  The goal, as is already the case in Europe, is to seize the extraordinary opportunity presented by the directive, without considering differing political positions, simply by offering a transparent, clear, and ethical vision of what the directive says. Our project is based on providing accurate information and represents valuable support for and benefit of citizens who will be able to decide how and where to invest resources appropriately.

The EPBD represents a great opportunity to build a more sustainable future, save energy, and improve the quality of our homes: the main goal is to decarbonize the EU building stock by 2050. Rete Irene has created this document for consumers and professionals to provide clear information and answer common questions, promoting a culture of informed energy requalification accessible to all. Our goal is to explain the EPBD as the driving force behind a true green revolution for the construction sector, with enormous environmental, social, and economic benefits. In Italy, the media has portrayed it exclusively as a set of obligations that hit citizens’ wallets. In reality, it is a tool provided by the European Community to promote a sustainable lifestyle, leaving the planning and development methods, including appropriate support policies, to the Member States.

• Why do you find it important to convice/speak to peole? Do you think it is possible to change things this way?

“Talking to people” is the fundamental driver of almost every significant change for which the Internet is working daily. This is one of our deepest beliefs and guides our every action. We firmly believe that open dialogue and sharing ideas with people are essential to understanding their needs, motivating engagement, and implementing lasting, positive transformation. It is through these interactions that we are able to build consensus and shape the initiatives we have been carrying out for over 10 years.
It’s a job we can do on a small scale, which is why we’ve built alliances with environmental organizations like Legambiente and consumer groups like Altroconsumo, to jointly disseminate our shared goals.

• Which EPBD measure do you find most important and most innovative? (certificates, OSSs, etc)

The EPBD Directive is a complete package of tools for which it is difficult to decide which tool is more important than the others: we strongly believe that the whole package is the winning strategy that stimulates the market and pushes owners to act and makes energy requalification no longer a choice but a necessity:

• the EPBD Directive suggests “particular attention to households in energy poverty and to the worst performing buildings” with adequate support from Member States
• qualified professionals and certifications recognized by third-party bodies serve to identify quality interventions, useful in encouraging citizens to overcome mistrust

Added to this is the Renovation Passport, an innovative tool that changes the way we think about redevelopment, making it a strategic, phased process, thus making the costs of the interventions economically viable. The directive as a whole to provide a clear direction to take and to outline the near future.

• How did you learn about the HORIS project and what are your thoughts on it?

Rete Irene has been collaborating for years with Altroconsumo, Italy’s partner for the HORIS project, to disseminate best practices for energy efficiency in buildings. At one of our meetings, we learned about the project and began the accreditation process. This project also aims to offer clear, accurate, and ethical answers to citizens who need understanding and support to invest in their homes appropriately and without the risk of problems. We are thrilled to participate in this project and strongly believe in an increasingly close collaboration between European countries and European businesses, a relationship that can also be a forum for the exchange of ideas, experiences, and professional growth.

• Qual è il ruolo di Rete Irene?

Rete Irene è un network di aziende italiane specializzate nella riqualificazione energetica degli edifici esistenti. Fondata nel 2013 da un gruppo di imprenditori visionari con l’obiettivo di ridurre i consumi energetici e migliorare il comfort abitativo, Rete Irene si distingue per il suo approccio integrato e innovativo. La divulgazione delle buone pratiche dedicate alla decarbonizzazione del patrimonio edilizio esistente è stata la nostra missione per garantire le migliori prestazioni energetiche dall’edificio riqualificato e rendere le famiglie energeticamente indipendenti.

• Nel triennio 2021-2023 Rete Irene ha realizzato 200 interventi di riqualificazione energetica.
• Oltre il 90% degli interventi ha raggiunto le classi energetiche più performanti, per un efficientamento energetico medio pari al 69%.
• Il salto di classe medio ottenuto dagli interventi che partivano dalla classe G è di 5,09, mentre il 53% delle operazioni ha determinato il raggiungimento di una classe di fascia A (compresa tra A1 e A4).

Prima del 2021 e dopo il 2023 la nostra rete di imprese è stata leader nella promozione degli interventi di riqualificazione energetica e sismica degli edifici. Rete Irene ha stabilito collaborazioni significative con il mondo scientifico e istituzionale, diventando il primo player privato a livello nazionale. Dal 2016, organizza un evento annuale per promuovere la cultura della riqualificazione energetica del patrimonio edilizio. Rete Irene è sempre vicina a tutti gli attori della filiera: professionisti, industrie, imprese e cittadini. Ci impegniamo a comunicare i benefici che uniscono ambiente, benessere abitativo, risparmio energetico e valore patrimoniale, realizzando interventi che fungano da guida per il futuro. Attività che sin dall’origine hanno visto la collaborazione con importanti associazioni di consumatori come Altroconsumo e Legambiente.

• Come vi è venuta l’idea di questo documento “12 false credenze“?

Durante una riunione del Comitato tecnico scientifico di Rete Irene nel dicembre 2024 ci siamo interrogati su quanti professionisti, amministratori e cittadini avessero letto e compreso il testo della Direttiva EPBD 4, in un contesto mediatico fortemente distorto nella narrazione e nella reputazione poco qualificante per gli operatori della filiera della Riqualificazione Energetica, dopo 3 anni di Superbonus.

L’idea base dell’incentivo 110% era sicuramente virtuosa, tuttavia, il meccanismo, soprattutto nelle sue prime fasi, presentava delle falle enormi che hanno aperto le porte a comportamenti illeciti e speculativi su larga scala, gettando un’ombra sull’intero comparto che richiederà tempo e interventi seri per essere dissipata. Per questa ragione Rete Irene ha deciso di fare una comunicazione corretta, basata sulla documentazione legislativa e su studi scientifici con l’obbiettivo, come già accade in Europa, di cogliere l’opportunità straordinaria derivante dalla direttiva senza considerare le differenti posizioni politiche, semplicemente offrendo una visione trasparente, chiara ed etica di ciò che dice la direttiva. 

Fare una corretta informazione è alla base del nostro progetto e rappresenta un valido supporto a favore e beneficio dei cittadini che così potranno decidere come e dove investire le risorse in maniera adeguata.

• Obiettivi e aspettative del Documento

La Direttiva EPBD rappresenta una grande opportunità per costruire un futuro più sostenibile, risparmiare energia e migliorare la qualità delle nostre case: l’obiettivo principale è decarbonizzare il parco immobiliare dell’EU entro il 2050. Rete Irene ha creato questo documento dedicato ai consumatori e professionisti per offrire informazioni chiare e rispondere ai dubbi più comuni per promuovere una cultura della riqualificazione energetica consapevole e alla portata di tutti. Il nostro Obiettivo è spiegare la direttiva EPBD quale motore di una vera e propria rivoluzione verde per il settore edilizio, con enormi benefici ambientali, sociali ed economici. In Italia è stata illustrata dai media esclusivamente come imposizione con una serie di obblighi, che attaccavano il portafoglio dei cittadini. In realtà è uno strumento messo a disposizione dalla Comunità Europea per promuovere uno stile di vita sostenibile, rimette poi agli Stati Membri la programmazione e le modalità di sviluppo incluse le politiche di supporto adeguate.

• Perché vi sembra cruciale convincere / parlare alla gente (al pubblico)? Pensate sia possibile cambiare le cose così?

“Parlare alla gente” è il motore fondamentale di quasi ogni cambiamento significativo per il quale la Rete si spende quotidianamente. Questa è una delle nostre convinzioni più profonde e guida ogni nostra azione. Crediamo fermamente che il dialogo aperto e la condivisione delle idee con le persone siano essenziali per comprendere le loro esigenze, motivare il coinvolgimento e attuare trasformazioni durature e positive. È attraverso queste interazioni che riusciamo a costruire consenso e a dare forma alle iniziative che portiamo avanti da oltre 10 anni. E’ un lavoro che riusciamo a fare su piccola scala, per questo abbiamo costruito alleanze con Associazioni ambientaliste come Legambiente e Associazioni di consumatori come Altroconsumo: per divulgare insieme gli obiettivi condivisi.

• Per lei, quale misura dell’EPBD sembra più importante? Piu innovativa? (certificates, OSSs, etc)

La Direttiva EPBD è un pacchetto completo di strumenti per il quale risulta difficile decidere quale strumento è più importante rispetto ad altri: crediamo fortemente che sia la totalità del pacchetto la strategia vincente che stimola il mercato e spinge i proprietari ad agire e rende la riqualificazione energetica non più una scelta ma una necessità:

• la Direttiva EPBD suggerisce “un’attenzione particolare alle famiglie in condizioni di povertà energetica e agli edifici con le prestazioni peggiori” con supporti adeguati da parte degli Stati Membri,
• professionisti qualificati e certificazioni riconosciute da Enti terzi servono a identificare interventi di qualità, utili a spingere il cittadino a superare la diffidenza.

A questo si aggiunge il Passaporto di ristrutturazione, uno strumento innovativo che cambia il modo di pensare alla riqualificazione, rendendola anche un percorso strategico a fasi, in questo modo rende economicamente fruibili i costi degli interventi.

In sostanza è la direttiva nella sua totalità a fornire chiare la direzione da prendere ed a tracciare il prossimo futuro.

• Avete visto il lavoro fatto dal progetto HORIS, che ne dite?

Rete Irene collabora da anni con Altroconsumo, partner per l’Italia del progetto HORIS, nella diffusione delle buone pratiche sull’efficienza energetica degli edifici. In uno dei nostri periodici incontri siamo venuti a conoscenza del progetto e abbiamo iniziato la pratica di accredito. Anche questo progetto mira ad offrire risposte chiare, corrette ed etiche ai cittadini, bisognosi di capire ed avere supporto per poter investire nella loro casa adeguatamente e senza il rischio di problemi. Siamo entusiasti di partecipare a questo progetto e crediamo fortemente in un rapporto sempre più stretto di collaborazione tra i paesi europei e le imprese europee, un rapporto che potrà essere anche un luogo di scambio di idee, esperienze e di crescita professionale.
