RENOVERTY releases its final Policy Package: A Framework and Synthesis for Placing Rural Welfare at the Centre of the EU Renovation Wave

The RENOVERTY project is proud to announce the release of its final policy package: the Synthesis of Policy Recommendations and the Framework Policy Paper. Together, these reportsoffer a robust, transferable model for governance and action, designed to tackle the unique challenges of energy poverty and accelerate the rural energy renovation across Europe.

The Framework Policy Paper (D7.2) delivers a crucial insight for the future of the EU Renovation Wave: successful renovation policies must be inclusive and context-sensitive. The paper proves that imposing uniform measures fails in the face of territorial diversity. Instead, it offers a transferable model that places rural welfare at the centre of future EU energy and social policy, providing key insights for shaping funding schemes, regulatory instruments, and participatory planning processes.

The Synthesis of Policy Recommendations (D5.1) instead translates this high-level vision into specific, actionable policy advice, focusing on three essential pillars for success in vulnerable rural districts:

  1. Tailored Financial Support: Policies must prioritize non-repayable grants and targeted subsidies that low-income and vulnerable households can actually access, leveraging funds like the Social Climate Fund (SCF) for rural needs.
  2. Institutional & Non-Financial Support: Formalizing the role of local facilitators like Local Action Groups (LAGs) and dedicated services like One-Stop-Shops (OSS) to guide citizens through the complex renovation process.
  3. Localised Planning: The necessity of embedding renovation strategies within local instruments, such as the Rural Energy Efficiency Roadmaps (REERs), to ensure community-led, long-term impact.

The RENOVERTY Policy Package is the comprehensive guide for policymakers seeking to ensure the benefits of the green and just transition reach even the most remote communities.
