The Energy Efficiency First (EE1st) principle is a core pillar of European energy policy, requiring that energy efficiency measures be systematically prioritised in planning and investment decisions.
The new Regio1st report “Integrating Energy Efficiency First in Regional Planning: Outcomes from regional workshops in the six partner countries” shares the valuable lessons learned from the partners extensive stakeholder engagement activities. This public report summarises the key insights, input collected, and lessons from 34 regional workshops held across our six partner regions: Asturias (Spain), Liguria (Italy), Medjimurje County (Croatia), Spodnje Podravje (Slovenia), Western Macedonia (Greece), and the Southeast (Ireland).
The workshops served as the crucial testbed for the Regio1st Planning Framework and its innovative decision-support tools, including the Social Cost-Benefit Analysis (SCBA) and the Multi-Criteria Decision Analysis (MCDA). The local partners successfully brought together public authorities, regional agencies, academia, and social partners to discuss local energy priorities, challenges, and opportunities.
The outcomes confirm the high value of structured planning processes and practical tools in successfully adopting the EE1st principle. Stakeholders across all regions demonstrated a clear willingness and commitment to using the Regio1st framework to make their energy planning more transparent, inclusive, and evidence-based.
